3. West Virginia: SB 632 (Atmospheric Intervention/Geoengineering) 

  • Purpose: Introduced in January 2026, this bill proposes the “Atmospheric Intervention Oversight and Public Safety Act,” which would prohibit unauthorized geoengineering or weather modification activities (e.g., cloud seeding, solar radiation management) in the state.
  • Status: Introduced and referred to committees in early 2026.
